What Time Is It, CA HazWaste Generators? eVQ Time!

The California Department of Toxic Substances Control 2018 electronic Verification Questionnaire (eVQ) is now available! (Boy, that’s a mouthful.) California hazardous waste generators, you must complete the 2018 eVQ if your EPA ID number was active anytime during the 2017 fiscal year (7/1/17 – 6/30/18) or you disposed of hazardous waste during the 2017 calendar year. The eVQ verifies that the information on record for the EPA ID number is correct and is used to collect state-mandated fees, based on the number of hazardous waste manifests that were generated over the past year.

• To complete the eVQ (and pay fees), log into your account or create a new account at https://evq.dtsc.ca.gov/Home.aspx.
• If you don’t complete the 2018 eVQ by the deadline, DTSC will deactivate your ID number.

You will be charged $7.50 per manifest or $3.50 per manifest for waste derived from air compliance solvents plus a fee for each active EPA ID number.

• There is no charge for manifests if all the waste on the manifest was recycled, indicated by “management method code” (MMC) H010, H020, H039, H050 or H061in box 19 of the manifest. Note that some waste may be transferred from the initial TSD (MMC H141).
• Companies with less than 100 employees are exempt from fees for the first 4 manifests.
• eVQ manifest fees are separate from state hazardous waste generator fees and from any applicable CUPA fees and e-manifest charges.

The manifest count for your facility is based on the information in the DTSC “Hazardous Waste Tracking System” (HWTS) – you can view this information from the Reports tab at https://hwts.dtsc.ca.gov/. This system is not always accurate – you should update the manifest count in the eVQ if your records differ. If your company has multiple facilities with multiple EPA ID numbers, these can be managed in one eVQ account if the ID numbers are registered under the same Federal Tax Identification Number (FEIN, short for its alternate name of Federal Employer Identification Number). If your ID numbers have different FEINs, you will need a separate eVQ account for each ID number. In that case, each of these accounts must have a unique username, but you can use the same email address. California companies that generate ≥ 5 tons of hazardous waste are also subject to state hazardous waste generator fees. These fees are based on the total amount of hazardous waste generated (including treated wood product waste), even if the waste is recycled. Quoting the CA DTSC directly, “Your electronic Verification Questionnaire (eVQ) submission and fees payment are due 30 days from the date of notification from the Department of Toxic Substances Control (DTSC).
