Importance of Hazardous Waste Manifests

For companies generating hazardous waste, it is important to understand reporting requirements governed by the Environmental Protection Agency (EPA). Specifically, one must know how the “cradle to the grave” process applies to handling hazardous waste. The EPA has developed a regulatory definition, which identifies specific substances and materials that meet the criteria of a hazardous waste under the Resource Conservation Recovery Act (RCRA).  Once a company has determined that their waste meet the criterion of a Hazardous Waste, they must manage their waste safely from the “cradle to the grave”.  Meaning, the hazardous waste is safely managed (at the point of generation), transported, treated and stored until it is properly disposed of via treatment, recycling or landfill options.

What is a Hazardous Waste Manifest? The Manifest, a component of State and Federal Regulatory Programs, is an important legal document for the safe management of hazardous wastes.  The Manifest System ensures companies deliver their waste to a designated treatment and disposal facility (TSDF).

How does the Manifest process work?

The company that generates the waste must complete The Hazardous Waste Manifest.  First, they sign the manifest to the transporter of the waste, indicating the transfer of custody.  Once the waste arrives to the TSDF, the receiving facility must sign for receipt of acceptance, and send back to confirm the “cradle to the grave” tracking of hazardous wastes. The State may require companies to file the copies of the manifest with environmental agencies.

The manifest is an important component of the hazardous waste management system.  This document promotes a safe management system for hazardous waste generators and transporters, which closes the “cradle to the grave” process. As a company, one is required to keep the manifest on file for three years.
